[REDACTED] previously supplied information considered reliable, advised that STEVE MAGADDINO of Niagara Falls continues to control gambling in the Buffalo area, with interests there handled by FREDDY RANDACCIO. The informant alleged RANDACCIO runs the numbers racket for MAGADDINO and collects a percentage from virtually all bookmaking operations. The informant suggested this percentage was intended to let bookmakers operate without police interference, but expressly stated he had NO INFORMATION that police officers had been paid off, or that any such payoff had ever occurred. According to the informant, RANDACCIO dealt directly with MAGADDINO without a go-between.
On April 17, 1959, [REDACTED], assigned to the Special Investigative Unit of the New York State Crime Commission, advised SA(A) [REDACTED] of ongoing investigations into organized gambling, including bookmaking and the policy racket in the Buffalo area. He reported investigators identified the former numbers-racket headquarters as the Bonnie Lou Candy Corporation, 115 Michigan Avenue, Buffalo, until about April 1, 1959; afterward he believed headquarters to be at the Keith Theater, 261 Main Street, and Madison Cab Garage on Rhode Island Street, Buffalo. The Keith Theater was described as owned and operated by MICHAEL D. PERNA of 704 Richmond Avenue, said by a source to be a close associate of FRED RANDACCIO.
