[REDACTED] reported having lived in a house [REDACTED] for approximately three years and often conversing with the subject. Although rumors of the subject's influence over criminal elements in Niagara Falls and Buffalo were known to the source, he said he had no specific information about the subject's activities and that his dealings with the subject had been open and above board. On February 16, 1959, a federal arrest warrant was issued for JAMES V.
