Reurlet 7/3/58, captioned “Top Hoodlum Program, Buffalo Office.” It has been noted that you have designated Stephano Magaddino for intensive investigation by your office. Although allegations have been received that Magaddino controls racketeering activities in the Buffalo area your investigation has failed to substantiate this information. During the intensive investigation of Magaddino every effort should be made to probe every facet of his activities. To do this it will be necessary to use imagination and unusual techniques. The possibility of utilizing confidential techniques should not be overlooked.
You should advise the Bureau at this time of the investigation contemplated by your office in this case. You should also advise whether consideration has been given to the use of confidential investigative techniques.
Your reply should reach the Bureau by 7/24/58.
